OK, can someone please explain to me how my relationship to another person does or doesn't entitle them to waive the $25 extra driver surcharge on an Avis auto rental? To see for yourself, follow that link, and use the pull-down to select "Additional Drivers & Charges."

This makes no sense. A co-worker can be added with no extra fee if we're on business, but if we aren't on official company business, it's $25 extra per day for that same person. Likewise, my husband can be added as a second driver with no fee, which is useless since he doesn't actually drive (not that they'd know that, since he doesn't even need to be present when I rent the car), but my friend Mark, who actually can drive legally, but who does not share my home, must pay extra.

It looks like Budget only charges an extra $5/day which is at least a more reasonable fee, but the whole idea still irks me.
